Save the Refugees Quest Overview in Baldur’s Gate 3

Save the Refugees is a Quest in Act One of Baldur’s Gate 3 with multiple related sub-quests. The party discovers a group of Tiefling Refugees at the Emerald Grove who are trying to reach Baldur’s Gate, but have been waylaid by goblin raiders. This quest concerns the conflict between the Tiefling refugees and the Druids in the Emerald Grove. The game’s narrative and the fate of refugees depend on your choices during the quest.

To initiate the Save the Refugees quest, speak with Zevlor, the Tiefling leader. You need to investigate Kagha and defeat the goblin leaders to proceed with the quest. You can also side with the Minthara, the goblins’ leader, to kill the Tieflings and druids. Selecting this path causes companions like Wyll and Karlach to leave your party permanently. Make sure all Tiefling refugees survive throughout the game to earn the rewards.

How to complete Save the Refugees in BG3

Here are the steps to complete the Save the Refugees quest in Baldur’s Gate 3.

Speak with Zevlor

The game offers multiple paths to completing the quest, some more difficult than others. Approach the Druid to trigger the quest. You will automatically come to a fight with goblins, a bugbear, and a warg. Make sure your party is ready to jump into this intense combat. Make your way to the settlement and listen in on Zevlor’s and Aradin’s dialogues after you win the fight. Talk to the Zevlor once the argument is settled. After you fight off the attacking Goblins and are allowed inside, Zelvor will introduce himself as the leader of the Tiefling refugees. Zevlor tells you that the druids are trying to close off the grove. The druids are trying to push the grove’s denizens into dangerous areas of Baldur Gate. Zevlor asks you to change the druids’ minds.

Talk to Kagha

You need to start it with Kagha, the interim leader. However, Kahga will rebuff your attempts to find a peaceful resolution. When you speak to Zevlor again he will suggest that Kahga needs to be removed. However, we highly recommend that you do not attack Kahga unprovokedly. This will lead to the Druids immediately attacking all of the Tieflings. If that happens you will be hard-pressed to fight through all the Druids and keep any of the Tieflings alive.

Investigate Kagha

Baldur's Gate 3 Investigate Kagha steps

Investigate Kagha is a sub-quest of Emerald Grove’s main quest, Save the Refugees. It can be initiated by reading The Rite of Thorns, found in the Emerald Grove, or finding another clue hinting towards Kagha’s scheme. Go to the Emerald Grove in Act 1 and find Druid Kagha inside the Sacred Pool. This will intersect with your first meeting with Arabella, whose s you will also get the chance to influence. When the scene is over and you are free to explore the Druid inner sanctum, enter the Servant’s Quarters.

In the back of the room, use the ledges to climb up into a space behind the bookcases. There you will find Kagha’s chest, which will be locked. Crouch into a sneak and wait until no one is watching before you use a character with high Sleight of Hand to break it open. Inside, you will find a Half-Torn note. Reading it will start the quest to investigate Kagha. The party can destroy the chest if they cannot pass the Skill Check.

To follow the clue in the note, head down into the Sunlit Wetlands in the southwest of the Act 1 Map. If you read the note, you will learn that Kagha is corresponding with Olodan, who will meet with Kagha at the swamp. You can find the swamp in the Putrid Bog at X: 97 Y: 224. 2 wood woads and 4 ancient mud mephitis guard the Swamp. Head over to the docks on the east side and jump from rock to rock until you reach the small island offshore. First, you must face several Wood Woads and Ancient Mud Mephits. Wood woads regenerate 10 Hit Points per turn. They are weak against the fire damage which cuts off their regeneration.

Confront Kagha

Once you defeat the enemies, go around the west side of the large tree trunk and find a crevice. Find the letter to Kagha to reveal the truth about her and the Shadow Druids. Finally, return to the Emerald Grove and confront Kagha. During the dialogue, you will have an opportunity to persuade her to change sides. However, if you want Broodmother’s Revenge, you must ignore that and kill Kagha during the fight. Now, you need to fight against the three Shadow Druids. Depending on the dialogue choices, the Kagha will either join your party or fight alongside Shadow Druid. Once the fight is over, head over to the Zevlor and he will gratefully reward you with the Hellrider’s Pride gloves.

Defeat the Goblin Leader

Although you may have resolved the Tiefling/Druid conflict in the Grove, you will still need to save them all from the Goblins if you wish to save Zevlor in Act 1 successfully. You must locate and infiltrate the Goblin Camp on the far west side of the Act 1 map. Then, you need to enter the Shattered Sanctum to the north and kill all three Goblin leaders.

Additionally, you can find and save the Arch Druid Halsin. Halsin is a potential companion and he will be able to resolve any lingering issues at the Grove further. This is not strictly necessary to save the Grove. However, you must kill Priestess Gut and Dror Ragzlin. Furthermore, you must either incapacitate (knock out with a non-lethal hit) or outright kill Minthara. Doing so will save the Grove and the Tieflings, and when you return a grateful Zevlor will thank you for your help. Moreover, he’ll help prepare a celebratory party before everyone leaves. The druid Rath tells you about a rune that can be utilized in Nettie’s secret library. This allows you to access the hidden passage, which leads to additional treasure.

Raid the Emerald Grove

This is the most dangerous option that you choose. Join the goblins instead of killing them. You will join the goblins’ leader to raid the Emerald Grove and kill all the inhabitants. You have enough time to back up when attacking them when you blow the horn to signal them. Use buff on yourself and your teammates. Minthara provides you with a pair of Illithid parasites to maximize your strength. If you take this route in the quest then the Wyll, Karlach, and Halsin refuse to join the party. However, the Minthara can be recruited if you avail this chance.

Possible Failure

There will be a message to finish business before proceeding. If you continue it then the grove will be sealed and refugees will be killed. There is a possibility of entering the grove despite it being sealed off. Find Edowin to start from the location. Travel north to a path through the mountains, from there one can go further north. You will reach a bramble wall sealing off the grove. Pass through the bramble wall and enter the sealed-off grove. You will find the druids are still there in their normal locations and everyone is not hostile and will attack on sight.
