This is worsened when you consider how stringent Nintendo has been historically with property rights. Thankfully, ROM hacks are totally safe to use, provided you download them from trusted websites. 

The first thing you’ll need is an original copy of the game. You then visit any of the trusted websites (such as Pokecommunity) and download the .ips and .ups patch files. Make sure you’re downloading only the patch files and not the full-blown ROMs. Once you do so, you have to apply the patch yourself using tools such as Lunar IPS or NUPS.
