Unlike Inquisition, it eliminates open-world collectible hunts and the progression-blocking power mechanic from the War Table. Instead, advancement and leveling are integrated into the story and character development.
However, compared to previous games, the max level in Dragon Age: The Veilguard doubled from the Inquisition.
The Rook got around 10 XP points per encounter during the gameplay preview, filling 10-15% of the level 1 bar. While this is still early in the development, and those numbers may change, the leveling process seems relatively slow. However, it can also mean a long journey, hours of gameplay, and a lot of content in the upcoming Dragon Age: The Veilguard game.

How to level up fast in Dragon Age: Inquisition
If you’re playing Dragon Age: Inquisition to prepare for the release of Dragon Age: The Veilguard, then the best way to level up fast will be to do all of the side quests, including the companion side quests and advisor missions from the war table.
Furthermore, while you are out exploring always take an extra moment or two to read all of the books, notes, plaques, letters, and other materials that you discover. Many of these will unlock codex entries and nearly all of them will give you at least a little bit of EXP. It might not seem like much, but they will add up over the course of the game. Additionally, some letters can also unlock new side quests that you won’t be able to pick-up in any other way.
Finally, you can also earn EXP by researching creatures with Minaeve in Haven. You can find her inside of an office just outside of the war room, and you are initially introduced to hear and the research system through the Know Thy Enemy quest.
