In Fallout 4, you can get Grognak’s Axe by visiting Hubris Comics and unlocking the display case inside on the first floor. You can find Hubris Comics just northeast of Trinity Tower. Moreover, when you first visit, expect to face some ghouls before you can take the time to explore the store.

The case holding Grognak’s Axe is just to the left of the front door, behind the customer service desk. It’s sealed shut by an Advanced Lock, so you’ll need the appropriate level of lock-picking skill to get it. The second option is the nearby computer terminal. If you don’t have the Advanced level in Locksmith but you do in Hacker, then you can use the terminal to unlock the display case instead.
