It’s sealed shut by an Advanced Lock, so you’ll need the appropriate level of lock-picking skill to get it. The second option is the nearby computer terminal. If you don’t have the Advanced level in Locksmith but you do in Hacker, then you can use the terminal to unlock the display case instead.
