The Thunderskin Cloak can Dazed to certain enemies, and you can buy it during Act 2 of Baldur’s Gate 3 (BG3).

In Baldur’s Gate 3, the Thunderskin Cloak has a chance to cause the Dazed condition, but only when your attacker has Reverberation. Reverberation is a condition that can be applied by certain gear items such as the Gloves of Belligerent Skies, Boots of Stormy Clamour, Spineshudder Amulet, and the legendary Markoheshkir. All of these items can deal two turns of Reverberation on an enemy if the attack meets certain conditions.
Moreover, the Reverberation condition causes your enemy to have a -1 penalty to Strength, Dexterity, and Constitution Saving throws per remaining turn. Additionally, once an enemy has five stacks of Reverberation, they must succeed in a Constitution saving throw or fall Prone.
The Thunderskin Cloak synergizes well with a character also equipping one of the previously mentioned pieces of gear. The Dazing Echo perk means that once you have applied Reverberation to a target, if that target then attacks you, it needs to pass a Constitution saving throw or become Dazed. A Dazed enemy cannot make Reactions, loses the Dexterity bonus to their Armour Class, and has Disadvantage on Wisdom saving throws.

How to Get Thunderskin Cloak in Baldur’s Gate 3
To get the Thunderskin Cloak in Baldur’s Gate 3 you must visit Moonrise Towers during Act 2 and find the Drow merchant Araj Oblodra on the main floor. You can find Moonrise Towers on the western side of the Shadow-Cursed Lands. Furthermore, this area can only be reached by crossing one of two bridges. After you’ve crossed, then you can find Moonrise Towers to the south.
No matter your allegiances, you can approach the guards under the guise of friendship and get inside. There are three different merchants in the Towers, and you’ll find Araj Oblodra by heading left/east. She is near the kitchen in a side room on the first level.
Araj has a couple of requests and dialogue trees before you can take a look at her items for sale. Play through this part however you like. Finally, once you have access to her store, you can purchase the Thunderskin Cloak for 133 gold.
