After you’ve crossed, then you can find Moonrise Towers to the south.

No matter your allegiances, you can approach the guards under the guise of friendship and get inside. There are three different merchants in the Towers, and you’ll find Araj Oblodra by heading left/east. She is near the kitchen in a side room on the first level.
