The Sacred Pledge of Blood quest becomes available in Chapter 5 of the main story in Throne and Liberty, and completing it will officially unlock Guardians as both polymorph and ultimate ability. You can collect some other Guardians from side quests before this point. However, you cannot use them until you complete the Sacred Pledge of Blood and collect the Vampire Slayer Ezekiel guardian at quest’s end.

Therefore, you simply need to follow the main story quest and complete the necessary objectives through Chapters 1-4 until you reach Chapter 5. There will then be a few quests to complete in this new chapter before you are finally led into the Sacred Pledge of Blood. Secondly, let the ghostly platforms time out and then interact with the second Memory Sign pedestal. Then go through another ghostly gate directly ahead and jump across the space on to the broken pillar. Next, run to the end of the pillar and then jump or glide across to the second pillar. Now do the same again to glide through the ghost gate on the other side. Turn right again to reach a third pedestal at the end of the hallway.

Wait for the ghost pillars to time out so you can reset them and start again without worrying about falling. Finally, interact with the third Memory Sign pedestal, then walk through the ghostly gate and jump on to the pillar ahead.
