He buys heirlooms from desperate refugees needing gold and trades their goods elsewhere. To persuade him, you don’t need to approve of his method but do not engage in combat with him. Ask if you can see his vares, and he will show what he has for sale.
If you have Shadowheart in your party, he will recognize Shadowheart. Depending on your decisions, you’ll engage in two different dialogues. The conversation will lead to Ferg walking away, so if you want to buy the items, do not bring Shadowheart with you.
