This build has been updated for the Updated 42, the Gold Road Chapter of the Elder Scrolls Online (ESO).
Monster sets are two-piece set bonuses, helmets, and shoulders that give especially powerful buffs in the Elder Scrolls Online. When you complete a dungeon on veteran mode, the final boss drops the helmet piece, while the shoulder pieces come from coffers at the undaunted enclave. To purchase the coffers, you must complete the daily Undaunted Pledges that cycle through the different dungeons.
You can find the undaunted enclave outside Wayrest, Mournhold, and Elden Root.
This list ranks the best monster helmet sets in the Elder Scrolls Online according to their usefulness. This is why this list is much more PvP and support-heavy overall. These roles use more monster sets in content at this time. In the current meta, most DPS usually only wear a one-piece monster set, so fewer sets are in this rank.
Monster Helmet Sets Ranked for ESO
ESO’s best Monster helmet sets are Roksa the Warped, Archdruid, and Nazaray. Roksa tops our list due to its sheer dominance in PvP builds.
Archdruid and Nazaray are close in second and third due to their support role dominance in PvE. None of these sets could take first, but Roksa is taking it this time.

10. Nunatak ESO Monster Set
Bonuses and location of Nunatak in ESO:
- Set Bonuses:
- (1 Item) Adds 1487 Armor.
- (2 Items) On dealing Frost Damage, create a 6 meter area under the target for 6 seconds, dealing 191 Frost damage to enemies every 1 second and applying a 40% snare for 4 seconds. Enemies damaged four times become immobilized and afflicted with Major Brittle for 4 seconds, causing the target to take 20% increased Critical Damage. This effect can occur once every 15 seconds and scales off the higher of your Weapon or Spell Damage.

Nunatak is still the only set in the game that provides Major Brittle a +20% critical damage bonus against the target affected. It’s a fantastic support set for short fights, especially in dungeons where you have a harder time hitting the crit damage cap. It’s a bit too niche to put higher in the list, but if you want to play support, you should work towards getting this monster set.
9. Encratis’s Behemoth Monster Set
Location of Encratis’s Behemoth and bonuses in ESO:
- Set Bonuses:
- (1 Item) Adds 1096 Maximum Magicka.
- (2 Items) Dealing Flame Damage to an enemy grants you Behemoth’s Aura for 12 seconds that reaches up to 12 meters. You and up to 11 group members in the aura reduce Flame Damage taken by 5%. Enemies in the aura increase their Flame Damage taken by 5%. This effect can occur once every 15 seconds.

Encratis’s Behemoth has generally been a strong buff monster set in ESO for quite some time. While not very high on the list, it’s still a pretty easy inclusion on our best ESO monster helmet sets ranked list.
A large portion of group DPS is fire damage, so a flat 5% buff to fire damage is quite a lot. This item used to be necessary for organized PvE content when groups stacked Dragonknights, but with Arcanists doing much less fire damage, it’s not used as often in content. Still, it’s a great group buff monster set to have if your group does much fire damage.
8. Ozezan the Inferno ESO Monster Set
Ozezan the Inferno bonuses and location in ESO:
- Set Bonuses:
- (1 Item) Adds 129 Magicka Recovery.
- (2 Items) Overhealing yourself or an ally grants them 4272 Armor for 1.1 seconds. Healing yourself or an ally grants them Minor Vitality for 1.1 seconds, increasing their healing received and damage shield strength by 6%.

Before Ozezan came out, there weren’t a lot of viable sources for Minor Vitality. This monster set is so strong that it increases everyone’s resistance while giving them minor vitality as soon as they start taking damage. This means during high-damage moments in content, the entire group can keep both buffs up very consistently. It’s not as widely used as some of the other sets on this list, but if you’re running a healer, you can’t go wrong with slotting Ozezan in a lot of content.
7. Balorgh Helmet Set
Balorgh bonuses and location in ESO:
- Set Bonuses:
- (1 Item) Adds 129 Weapon and Spell Damage.
- (2 Items) When you use an Ultimate ability, you gain Weapon and Spell Damage equal to the amount of total Ultimate consumed, and Physical and Spell Penetration equal to 23 times the amount for 12 seconds.

- Veteran March of Sacrifices
- Shoulder Obtainable from:

If you’ve played a lot, you know and love Balorgh. Still, this might be the most underrated set on this list. Balorgh is incredible for burst potential, especially in PvP. You can almost entirely negate someone’s defense for 12 seconds while gaining tons of weapon and spell damage. This all happens on one monster set item. For offensive burst potential, Balorgh is insane and especially works well on PvP tanks that rely on burst windows to deal heavy damage.
Balorgh isn’t quite as versatile as other options on this list, but it’s the best at what it’s good at. That’s why it makes it onto our best ESO monster helmet sets ranked list.
6. Symphony of Blades Set
Bonuses and location of Symphony of Blades in ESO:
- Set Bonuses:
- (1 Item) Adds 4% Healing Done.
- (2 Items) When you heal a group member who is under 50% of their primary resource, grant them Meridia’s Favor, which restores 570 Magicka or Stamina every 1 second for 6 seconds. This effect can occur every 18 seconds per target. This effect cannot target yourself, and the resource returned is based off the target’s highest maximum resource.

Symphony is an impactful monster set to run in almost all group content. The sustained return is massive for trial content. You’ll want to run this in nearly every trial in the game. If you’ve run a lot of PvE content, you know you can feel it when there’s not a healer in Symphony. Still, there are better options in some circumstances where sustainability is less important. You’ll probably want to run the sets later in this best monster sets in ESO guide in situations where sustain isn’t an issue.
5. Zaan Monster Set ESO
Zaan bonuses and location in ESO:
- Set Bonuses:
- (1 Item) Adds 657 Critical Chance.
- (2 Items) When you deal Critical Damage with a Light or Heavy Attack, you have a 33% chance to tether to your enemy for 10 seconds as long as you remain within 8 meters of them. Enemies touching the tether take 145 Flame damage every 1 second, increasing by 100% per tick and are afflicted with the Burning status effect. This effect can occur once every 20 seconds and scales off the higher of your Weapon or Spell Damage.

Guaranteed burning, a tethered source of damage, and easy proc condition have made Zaan a great DPS monster set since it came out. Zaan is a heavy hitter, and there’s a reason it’s almost unquestionably the highest DPS monster set in content. If you run a monster set on a DPS, Zaan is often the best choice to wear. It used to be unable to hit the dragons in Sunspire or Taleria in Dreadsail Reef due to hitbox issues, but those have all been fixed. In PvP, if you’re playing up close and need a big damage monster set, Zaan slaps.
4. Bloodspawn Set

- (2 Items) When you take damage, you have a 6% chance to generate 13 Ultimate and increase your Physical and Spell Resistance by 3731 for 5 seconds. This effect can occur once every 5 seconds.

Bloodspawn is a filthy PvP set, offering a little sustain, resistances, and ultimate. As a result, you can pretty much throw this set on any PvP build, and it will work well. There’s a reason you see it on 40% of PvP builds at this point. It’s probably the second most used PvP monster helmet in ESO now.
3. Nazaray Monster Set

We mentioned earlier that Symphony isn’t always the best support monster set to run, and Nazaray is one of the reasons why. Nazaray extends all Major and Minor Debuffs on nearby targets, allowing for better uptimes on debuffs that aren’t consistent on bosses. As an example, earlier, we mentioned Nazaray provides the only source of Major Brittle in the game, but it doesn’t give 100% uptime on Major Brittle. With Nazaray, you can extend that debuff on the boss for up to 25 seconds at 500 ultimate.
It’s a lot sweatier, but experienced supports can track debuffs on bosses and selectively extend them with Nazaray right before the debuff falls off.
2. Archdruid Devyric Monster Set
Bonuses and Location of Archdruid Devyric in ESO:
- Set Bonuses:
- (1 Item) Adds 1487 Offensive Penetration.
- (2 Items) When you deal damage with a Heavy Attack, after 1.2 seconds deal 650 Shock damage to up to 6 enemies within a 7 by 5 meter line on your target, applying Major Vulnerability to them for 7 seconds, increasing the damage enemies take by 10%. This effect can occur once every 15 seconds and scales off the higher of your Weapon or Spell Damage.

Archdruid is probably the best support monster helmet in ESO at this time. Nazaray is arguably better since you can extend Archdruid with it, but Archdruid is an auto-include on at least one support for basically every content in the game. If you can land it, it’s also great in PvP, but it really shines in PvE content. Major vulnerability is one of the essential debuffs for overall group DPS, and Archdruid filled a gap on release that made it significantly easier to keep up.
1. Roksa the Warped Best ESO Monster Set
Roksa the Warped bonuses and location in ESO:
- Set Bonuses:
- (1 Item) Adds 70 Stamina Recovery, Adds 70 Magicka Recovery, Adds 70 Health Recovery.
- (2 Items) Each second you are in combat, gain a stack of Darklight, up to 30 stacks max. Each stack of Darklight increases your Stamina Recovery, Magicka Recovery, and Health Recovery by 8. Each second you are out of combat, you lose a stack of Darklight.

If Bloodspawn isn’t used in a PvP build, it’s probably Roksa. Roksa gives 310 stamina, magicka, and health regeneration at maximum stacks, which is almost like having an entire extra Orzoga’s Smoked Bear Haunch buff up.
Sustaining also does more than just keeping your resources full. In a proper PvP build, resources are your lifeline. For example, if you run out of resources, you can’t heal or do damage. Roksa tops our best monster sets in the ESO list due to its dominance in PvP builds and wide use in almost any PvP build.
Changes in Update 42 Gold Road Chapter DLC
Patch 10.0.5 brought ten new item sets, three new mythics, and the Scribing feature. There were minor balance changes due to introducing 11 new skills via Scribing called Grimoires. There are no new monster helms that impact this list.
Here is a brief summary of the biggest changes from Update 42:
- Scribing – the new system gives you access to 11 new, unique, customizable skills you can use!
- Grimoires – 11 new skills that can be changed via Scripts with stuns, immobilization, pulls, and knockbacks.
- Class Balance – the main changes are to the Templar blazing spear with minor changes.
- Skill Styling – select new color variations on popular existing skills from the Weapon, Guild, and World Skill Lines.
- New Zone West Weald – Located just west of Cyrodiil and east of the Gold Coast, West Weald remains a stronghold of Imperial prosperity.
- Lucent Citadel New Trial – 12-player trial with the portal located in northern West Weald, with new gear and achievements.
- New Gear Sets – overland, crafting, trials, and mythics.
- HDR Support – Windows HDR Color Settings adjust various brightness settings.
- Mail Improvements – many changes to player, system, and system alert mail functions.
- New Achievements – many new achievements were added to the chapter and base game Update 42.
